David Paschane, Ph.D.
Dr. David Paschane is a business leader in the application of sciences and technologies to business optimizations, including methods in government reforms. Since 1994, he has lead applied studies in Artificial Management (AM), including assessment and automation of business capabilities, and continuous accounting of returns on investments. Recently, Dr. Paschane established the Maryland Service-Disabled Veteran-Owned small business, Aplin Labs, to provide artificial management services. In his earlier career, he was an operational reform advisor for the U.S. Department of Veterans Affairs, and an outcomes engineering advisor on studies funded by the U.S. Health and Human Services. His work is honored by the receipt of Eagle Scout, U.S. Army Achievement Medal, DHHS Award for Excellence, and Computerworld Premier 100 IT Leader Award. Dr. Paschane is the volunteer chairman for DC's National Eagle Scout Association, and he is a volunteer advisor on Veteran employment and risk reduction issues.
